Starting his engagements in Paris with the civilian technology-focused VivaTech 2026 and then moving to the heart of land defence, Minister of Industry and Technology Mehmet Fatih Kacır showcased Türkiye’s indigenous strength in military technologies to the global market. He also announced that at least 2% of public investment budgets would be directly allocated to artificial intelligence projects. Additionally, while examining indigenous systems at the fairground, he unveiled the multibillion-dollar HIT-30 High Technology Investment Programme on the international stage for the first time. The programme aims to train 100,000 experts by 2030 and accelerate work on the Türkiye-based Large Language Model (LLM).

During his engagements in Paris, Minister Kacır examined domestic and national projects in detail at the Eurosatory 2026 fairground and closely monitored the interest of foreign military delegations and participants in Türkiye’s defence systems. During the visit, Kacır met with industry officials and received on-the-ground feedback on Türkiye’s defence platforms that are most in demand and technically prominent in the global market. Thus, he emphasised Türkiye’s strategic strength in military technology.

High Technology and HIT-30 Investment Vision from Eurosatory to VivaTech
Following his defence industry engagement in Paris, Minister Kacır also made a brief visit to the civilian technology-focused VivaTech 2026 Fair. He met with senior management from nuclear energy giant Framatome and the French Development Agency (AFD). He then conveyed Türkiye’s R&D ecosystem and technological capabilities.

Kacır stated that under the New Artificial Intelligence Action Plan, 5 million citizens would receive AI literacy training by 2030 to counter global monopolisation in the field of artificial intelligence. He also held the first international launch reception of the HIT-30 High Technology Investment Programme, designed to attract global capital to the country, at the Paris Embassy. He further stated that French companies investing in priority vertical sectors such as semiconductors, mobility, green energy, communications and space technologies would be provided with government incentives, market development rights and financial support. Finally, Kacır invited global investors to see Türkiye as a partner and regional growth hub and to shape the future together.
