FMN Spiral 4 compliance—a critical prerequisite for military systems set to participate in NATO’s global missions between 2025 and 2027—is being achieved through indigenous infrastructure. Having successfully completed the demanding AV&V tests at the CWIX exercise held in Poland, HAVELSAN has now officially entered the NATO certification process with four software capabilities.
The company has expanded its portfolio of solutions in command and control, data sharing, secure information transfer, and system integration with new national capabilities this year. The software systems tested under the Coalition Warrior Interoperability Exploration, Experimentation, Examination Exercise (CWIX)—namely DOOB-HQ, KAPI, Embedded NONC2 ATA DLP, and LYNX—have formally verified their compliance with NATO’s Federated Mission Networking (FMN) framework.
The Importance of FMN Spiral 4 Certification
The CWIX exercise tests the interoperability of nations’ command and control information systems with both NATO and other allied nations’ infrastructures. Within this framework, obtaining FMN Spiral 4 certification serves as a mandatory threshold for international missions to be conducted in the coming period.
The inclusion of newly developed capabilities in the certification process documents the level that indigenous products have reached in terms of alignment with NATO standards and interoperability. With this step, the company has integrated four new software capabilities into its product group, which had already met the standards in command and control, system integration, secure data sharing, and tactical communications.
Unbroken Participation Since 2012
Having actively participated in the CWIX exercise since 2012, the company had previously earned AV&V certification for key systems in past years. Accordingly, DOOB and KAŞİF achieved success in 2019, ADVENT CMS and ADVENT MARTI in 2023, and KARTAL and NONC2 ATA DLP in 2024. In 2025, DOOB-HQ, DOOB-TACTICAL, KAŞİF, OCTOPUS, NONC2 ATA DLP, and TDLYM products also secured certification.

This year’s CWIX exercise, held between 6 and 26 June 2026, saw participation from 46 countries, including NATO members and the European Union. A total of 780 systems across 20 different focus areas and over 3,000 personnel took part. The company operated with 43 personnel and 16 systems, covering a broad product range across focus areas including MIP, TDL, MDC2, DM, COMMS, GEOMETOC, CBRN, FMNCS, AIR, MARITIME, M&S, and CYBER. The systems fielded in this context included ADVENT KALYON, ADVENT UFUK, TALAY/REI, DOOB-HEADQUARTER, DOOB-MOBILE, KAŞİF, KBRN, OCTOPUS, KAPI, NONC2 ATA DLP, Embedded NONC2 ATA DLP, LYNX, I-SMART, FIVE, RTaaS, and ICS SENTINEL.
The company also made its first appearances in several focus areas this year. LYNX and Embedded NONC2 ATA DLP entered the Air Focus Area, ADVENT TALAY/REI entered the GEOMETOC Focus Area, KAPI entered the FMN Core Capabilities Focus Area, ICS SENTINEL entered the Cyber Focus Area, and FIVE entered the Modelling and Simulation Focus Area.

“International Recognition for Indigenous Software”
Mehmet Akif Nacar, General Manager of HAVELSAN, stated that the inclusion of four new capabilities in the certification process at the CWIX exercise is a concrete indicator that indigenous software is gaining international recognition and meeting the highest interoperability standards.
In his statement, Nacar said: “We have further reinforced our long-standing experience in developing NATO-compliant systems and achieving alignment through the certifications we have received. We will maintain the momentum of our expanded participation in Joint Operations, Cyber, and Modelling and Simulation Focus Areas with Artificial Intelligence-Supported Command and Control capabilities in the coming period. With a proactive approach, we continue to develop capabilities that meet the needs of the Turkish Armed Forces in modern warfare and produce competitive solutions on the international stage.” This success, validated by the exercise outcomes, has once again demonstrated HAVELSAN’s global reliability in NATO projects.
