The U.S. Department of Defense (the Pentagon) announced that a major agreement has been signed with Boeing for the modernization of F-15K Slam Eagle fighter aircraft in the inventory of the Republic of Korea Air Force. The total value of the project, which will be carried out in St. Louis, Missouri, was disclosed as approximately $2.8 billion.
Scope of the Modernization and Financing
Implemented under the Foreign Military Sales (FMS) program, the contract was signed using a sole-source procurement method. The agreement covers the design, development, and modification processes of integrated aircraft systems that will enhance the operational capabilities of the F-15K aircraft.
Technical and Financial Structure of the Contract
This strategic agreement, executed under the Foreign Military Sales (FMS) framework through a sole-source procurement approach, is structured around a hybrid financial model designed to meet operational requirements. With the signing of the contract—which includes cost-plus-fixed-fee and fixed-price incentive elements—an initial allocation of $540 million in foreign military sales funds was assigned to the project. The contract process will be coordinated by the Air Force Life Cycle Management Center (AFLCMC) located at Wright-Patterson Air Force Base in Ohio.
Timeline Extends to 2037
The modernization activities, carried out on behalf of South Korea and the Defense Acquisition Program Administration (DAPA), will be conducted at Boeing’s facilities in Missouri. The long-term project is planned to be completed by December 31, 2037.
With this modernization, South Korea’s F-15K fleet is expected to maintain its technological superiority against evolving regional threats and to have the service lives of the aircraft extended.
