The CAVS programme, which is transforming armoured vehicle standardisation across Europe, is crossing a new threshold in economies of scale with Lithuania’s planned single‑procurement of 936 Patria 6×6 vehicles. Immediately following this strategic decision by the Lithuanian State Defence Council in May 2026, Finnish defence giant Patria signed a Memorandum of Understanding (MoU) with Lithuania‑based KOVO Armor as the first concrete step towards local industry participation and technology transfer.
According to an official statement by Patria, this move will directly shape the lifecycle management of armoured vehicles and logistics sustainability in the Baltic region. Patria, which has recently made a name for itself with investments in unmanned platforms and, in that vein, entered into a partnership with the RENK Group to develop a new heavy unmanned ground vehicle, continues to expand its market share in Europe through the CAVS programme in the manned tactical wheeled vehicle segment.
Local Production and Lifecycle Management in Lithuania
With the signed agreement, the two companies have launched detailed industrial cooperation negotiations aimed at establishing local production lines, transferring critical engineering know‑how, and developing workforce capabilities in Lithuania. Patria’s field and infrastructure assessments carried out in the country have shown that KOVO Armor possesses the necessary industrial capabilities for production and maintenance‑repair processes.
Under the industrial model to be established, the goal is to localise the integrated logistics support processes for the Patria 6×6. Furthermore, it is planned to establish the spare parts supply chain entirely within Lithuania and to synchronise field maintenance, repair, and modernisation services with the national procurement schedule. This integrated production model aims to grow Lithuania’s defence industry ecosystem and create permanent supply security along allied lines.
“We Are Preparing the Industrial Infrastructure for the Future”
Drawing attention to the strategic dimension of the partnership, Jussi Järvinen, Executive Vice President of Patria’s Protected Mobility Business Area, emphasised that this step is not merely a vehicle acquisition. Järvinen stated that together with KOVO Armor, they would generate lasting economic and security benefits for Lithuania by enhancing local production and supply chain integration.
KOVO Armor CEO Agnė Rakštytė expressed pride in being the first local company to shake hands with Patria, noting that their recent investments in defence infrastructure have been validated by a project of this scale. She also stressed that the partnership is critical for supply chain security.
A European Standard in Tactical Wheeled Vehicles: CAVS
The Common Armoured Vehicle System (CAVS) programme, shaped around the Patria 6×6 platform since 2020, continues to enhance operational interoperability across the continent and within NATO. The programme, which stands out for its cost‑effectiveness and shared logistics pool advantages, already includes Finland, Latvia, Sweden, Denmark, Norway, Germany, and the United Kingdom.
The platform, which is also actively operating in the Ukrainian theatre, remains open to participation by other allied nations with similar tactical armoured vehicle needs. Lithuania’s inclusion in the process will take the programme’s logistics weight and production volume to the next level.
