With a contract signed at SAHA EXPO 2026, TUSAŞ is transferring the entire performance and career management of its 16,000-strong workforce to the end-to-end digital architecture of KOVAN, HAVELSAN’s indigenous business management system. In an industry where domestic software is just as critical as indigenous platforms, this partnership opens the door to a strategic, data-driven transformation.
KOVAN, a next-generation business management system developed by HAVELSAN, offers Enterprise Resource Planning (ERP) capabilities—an indispensable tool for large-scale organisations—using entirely domestic means. The system boosts efficiency by optimising complex business processes and facilitates strategic decision-making by providing access to vast datasets. Operating on the cloud, KOVAN will also strengthen TUSAŞ’s technological flexibility with its ability to function independently of any specific platform or database.
Indigenous Software Power for Operational Efficiency
Standing out with its ability to pre-define requirements and its full compliance with public procurement regulations, KOVAN is already actively used by critical institutions such as the Presidency of Defence Industries, BOTAŞ, and the Supreme Election Council. Thanks to its modular and scalable structure, the system will ensure full transparency and traceability across all of TUSAŞ’s processes, from new personnel recruitment to existing talent management.

Strategic Remarks from the General Managers
Speaking at the signing ceremony, Mehmet Akif Nacar, General Manager of HAVELSAN, highlighted the role of indigenous software in building Türkiye’s future and said: “HAVELSAN is building both the present and the future of our country through digital transformation, by developing secure infrastructures and domestic software. I thank TUSAŞ for choosing our critically important KOVAN Next-Generation Business Management System.”
Mehmet Demiroğlu, General Manager of TUSAŞ, underscored the importance of managing data through domestic means: “In the Turkish defence industry, it is critically important that software—just like platforms—is developed with national resources.
