One of the important tools in achieving the national interests of the countries is the deterrent military power of that country. The main goal of Defense Planning is to create a military force that can be used both under peace conditions and, when necessary, reach the target as soon as possible in hot clashes.

Defense planning activities, which are carried out to create military capabilities that can support national interests, using national resources in the most efficient way, began to be considered scientifically from the second half of the 20th century. The USA and subsequently NATO have followed different systematic Defense Planning approaches dictated by changes in international relations, defense environment, general economic situation, human rights and social outlook since the 1960s.
