The Indian Ministry of Defence issued expression of interest. With this step, a short list of potential strategic partners for the navy helicopter procurement program was reported.

The letter was published in accordance with 111 naval utility helicopter procurement program. These platforms will replace Chetak helicopters currently in inventory. Platforms will be used for search and rescue, liaison, transport and torpedo carrier tasks are planned to be used. Of the 111 helicopters to be procured under the program, 95 are planned to be built in partnership with India's strategic partners. The program aims at local participation and indigenousation of 60%.
