Hosted by Sweden and led by NATO MARCOM, the exercise “PLAYBOOK MERLIN 25” aims to further enhance NATO’s anti-submarine warfare (ASW) capabilities in the Baltic Sea. This special exercise, hosted by the Alliance’s newest member Sweden, focuses on improving coordination between submarine and surface assets while strengthening interoperability in the Baltic Sea’s complex geographical environment.
The Baltic Sea stands out as a critical operational area for anti-submarine warfare due to its shallow waters, variable seabed, and dense maritime traffic. Through this exercise, NATO continues its goal of maintaining operational effectiveness not only in the open oceans but also in regional seas by testing its capabilities under diverse conditions.
Coordination and Deterrence Under NATO MARCOM Leadership

“MERLIN 25” is a key component of a series of three regional anti-submarine warfare training activities conducted following similar operations in the North Atlantic and the Mediterranean. This training series expands the Alliance’s knowledge and experience in underwater warfare.
Participating Elements: The exercise brings together submarines from Germany and Sweden, a maritime patrol aircraft from the United States, as well as surface ships and helicopters from France, Germany, the Netherlands, and Sweden, operating jointly in coordinated missions.
NATO officials emphasize that such comprehensive exercises enhance regional deterrence and strengthen coordination among Allied members. Given the Baltic Sea’s strategic importance and Sweden’s hosting role, “MERLIN 25” is highlighted as a significant contribution to maritime security and the Alliance’s collective defense strategy.
