REQUEST FOR PROPOSAL OF

STAND-OFF JAMMER PROCUREMENT (GÖLGE) PROGRAM

Project	Stand-Off Jammer Procurement (GÖLGE) Program
Scope of Project	The scope of the Program includes:•    The production, delivery and acceptance of the systems, •    Integration and installation of the mission equipment into the systems, .    The construction of barracks/buildings, •    Test and evaluation of the systems, •    Maintenance concept and technical support requirements, •    ILS Goods: –           Supply of maintenance and repair support, –          Supply of Initial Spare Parts, –           Supply of Ground Support Equipment and its spare parts, –           Supply of technical, maintenance and operational documents, and their updates, •    Training for operation and maintenance, •    Technical Support. •    Warranty coverage.
Pre-Conditions	RFP Document shall be provided to Contractor Candidates providing that 10.000 (ten thousand) USD to the below defined USD account in Central Bank of the Republic of Turkey/Ankara Branch.  TR430000100100000952701001 SWIFT CODE: TCMBTR2A
RFP DeliveryConditions and Required Documents	1. The RFP can be received by the foreign or domestic companies’ authorized personnel or any representative personnel who is duly authorized by company/institution for receiving the RFP.  2. The authorized personnel of a domestic/foreign company/institution shall submit to SSM his/her/their “original authorization letter”.   3. The authorized personnel of a domestic/foreign company shall submit to SSM “Facility Security Certificate” of the company given by “Milli Savunma Bakanlığı Teknik Hizmetler Dairesi Başkanlığı (for domestic companies) or appropriate authority (for foreign companies).   4. The authorized personnel of a domestic/foreign company shall submit to SSM his/her “Personal Security Certificate” given by “Milli Savunma Bakanlığı Teknik Hizmetler Dairesi Başkanlığı (for domestic companies) or appropriate authority (for foreign companies).   5. Authorized/representative(s) personnel shall present and give to SSM one copy original identity document(s) (national identity card, passport or driving license.).   6..To receive the RFP, duly authorized personnel by the company/institution shall provide; 1) The “Delivery Notice of Request For Proposal of Stand-Off Jammer Procurement (GÖLGE) Program Form” to be signed (Form). 2) Original Authorization Document of Personnel and a copy of representative of original authorization letter from company or organization which is notary attested (Appendix-A of Form). 3) RFP Delivery Commitment to be signed (Appendix-B of Form). 4) Copy of Personnel Security Clearance (Appendix-D of Form) 5) Copy of Facility Security Certificate (Appendix-E)
Delivery of RFPDate and Place	RFP can be obtained from Electronic Warfare and Radar Systems Department, ES/EA Project Group of SSM (D Block, 9th floor, Room: 919) until February 20, 2015; 17:00 hours, local time. After this date, RFP shall not be provided to any Bidders.

Other Conditions	1. Companies/ Institutions shall not submit the Proposals unless getting this RFP officially from SSM.  2. SSM shall not have any liabilities because of the following conditions applied by SSM;   · To have right whether the Bidding is done or not, · To select any Bidder as winner of the Bidding, · To request new Proposals from the Bidders, · To have right whether the Proposal is accepted or not, · To have right whether the proposal(s) is/are evaluated or not, · To reject any Proposal, · To cancel the Bidding completely   regarding whatever conditions above, Bidder(s) that received the RFP shall not claim any right from SSM in any circumstances above.   Companies/Institutions which receive this RFP are deemed to have accepted all the rules and conditions stated in this announcement.

1. İhale kapsamındaki yükümlülüklerin yerine getirilmesi amacıyla sadece SSM’nin yazılı onayıyla Üçüncü taraflara açıklanacağını veya verileceğini,

 

shall be disclosed and given to third parties with the SSM approval only in order to fulfill the requirements of RFP,

 

1. İhale kapsamındaki yükümlülüklerin yerine getirilmesi amacı dışında herhangi bir amaçla kullanılmayacağını, çoğaltılmayacağını ve üçüncü taraflara verilmeyeceğini,

 

shall not be used, reproduced and given to third parties, except for the purposes of fulfilling of its obligations under this RFP

 

1. Bilmesi Gereken prensibine uygun olarak, gerekli Şahıs Güvenlik Belgesi’ne sahip kişilere kullandırılacağını,

 

shall be allowed to use by persons having a Personnel Security Certificate according to “Need-To-Know” basis

 

1. İhale sona ermiş veya feshedilmiş olsa dahi, ilgili mevzuat ve uygulamaları dikkate alarak, SSM tarafından verilecek talimata uygun olarak korunacağını, imha edileceğini ve işlem görmesinin sağlanacağını,

 

shall be preserved and processed and terminated by Bidder according to relevant applications/laws and taking into consideration SSM’ instructions, even if the Bidding has ended or cancelled.

 

1. SSM tarafından kendisine sağlanan gizlilik dereceli bilgi, doküman ve kalemlerin kaybolması, çalınması, hasara uğraması veya bu gibi durumlardan şüphelenilmesi halinde, 24 (yirmi dört) saat içerisinde, SSM’ye yazılı bildirimde bulunulacağını,

 

are lost, or stolen, or damaged and if there is suspicion of such cases, a written notice shall be submitted within 24 (twenty-four) hours to SSM by Bidder.

 

3. İhale kapsamında gerçekleştirilecek gizlilik dereceli işlerin ifası ile ilgili olarak Türkiye Cumhuriyeti’nin ilgili mevzuatından haberdar olunduğu, bunların tamamen anlaşıldığı, gerekli olan tüm güvenlik gereklerinin sağlanacağı ve tedbirlerin alınacağı beyan ve taahhüt edilir.

 

The Bidder acknowledges and commits that it is aware of the security of laws and regulations of Turkey, and the Bidder shall perform the confidential works according to related security laws and regulations of Turkey.
