Ukrainian Prime Minister Denys Shmyhal announced that the amount of foreign funding allocated for the development of Ukraine’s defense industry complex reached USD 6.1 billion in 2025. The tenfold increase within a single year from USD 600 million in 2024 is being regarded as an indicator of growing global interest in and strategic confidence in Ukraine’s domestic production capacity.
Investment Models and Financing Sources
According to data shared by the Ukrainian Ministry of Defense, this substantial funding—provided by leading donor countries such as the United Kingdom, Denmark, the United States, Germany, Norway, and Sweden—has been managed through diversified financing channels. Under the “Danish Model,” which was successfully implemented in 2024, approximately USD 1.8 billion was allocated to domestic weapons production, while the total value of direct purchases made by allied states from Ukrainian domestic manufacturers exceeded USD 4.3 billion. Of this amount, nearly USD 900 million was earmarked for equipping military units under the “Drone Line” project, which focuses on boosting the armed forces’ unmanned systems capabilities and prioritizes domestic UAV production.

For the first time this year, revenues generated from frozen Russian assets played an active role in the financing structure of investments, with more than USD 1.1 billion transferred to the defense industry through this mechanism. In addition, Ukraine announced that it expects an additional USD 5 billion in funding through defense industry projects submitted under the SAFE mechanism. The report emphasized that these joint projects carried out with European partners represent a strategic step toward integrating Ukraine’s defense industry into the European ecosystem.
