In the first two chapters, we diagnosed the Ready Concept Barrier problem and discussed the results it caused. In this section, we are looking for answers to the “What should we do?” and “How should we do?” questions to overcome this obstacle.

To overcome the Ready Concept obstacle only possible with the creation of the appropriate national operational concept of Turkey with their own capabilities. The development of appropriate operational and system concepts requires considering of the Defence Planning and Defence Procurement as an integrated system and what is to be done is defined from this perspective.
